FOMC Fed

The Fed Held 10–2 and Both Dissents Were for a Hike. The Two-Year Fell.

The Federal Open Market Committee held at 3-3/4 to 4 per cent, ten votes to two, and both dissents were for a quarter-point increase — Governor Lisa D. Cook and Cleveland's Beth M. Hammack.

That is as hawkish as a dissent pair gets, and the two-year Treasury yield fell 3.1 basis points to 4.706 per cent on the day. The ten-year rose 3.3 to 5.024 and the thirty-year 4.6 to 5.351: roughly seven and a half basis points of steepening on a meeting where two officials asked for tighter policy. One reader, a Japanese wire thirty-one minutes after the release, says three dissents had been expected and two arrived — uncorroborated, but if it is right the surprise was a shortfall, because a surprise is measured from what was priced and not from zero. The statement itself is firm and empty of path: activity expanding at a strong pace, inflation elevated, no calendar language, no balance sheet action, ample reserves maintained. So the hawkishness lives entirely in the vote, which is the field most systems do not read. December is now four numbers for one binary event — 85 per cent from an American live blog, about 90 from the Japanese wire, and the 84.4 against 82.5 we published yesterday from two readings of one tool — a band from 82.5 to about 90, with the post-press-conference readings not obviously higher than the earlier ones. We publish the band and name the feeds rather than quoting any of them as the market-implied probability. Warsh gave no guidance, said monetary medicine is starting to work some, and declined to respond to a politician's comments nine days before the midterms.

25.8 Basis Points Was Never a December Number. It Is 1.05 Hikes.

For five slots this desk carried two Fed figures that would not reconcile: October at 4.3 basis points and 15 per cent, December at 25.8 basis points and 89 per cent, where 25.8 is 103.2 per cent of a single 25 basis point move. The mismatch was ours and it was scope, not units. Add the two per-meeting probabilities one reader published yesterday from the same curve, 15 per cent for October and 90 for December, and you get 1.05 expected increases, or 26.25 basis points of cumulative tightening. The residual against 25.8 is 0.45 of a basis point. The two readings we had assumed both fail: as a December probability it is impossible, and as a December increment it misses by three points. Then Reuters polled 100 economists on 16 to 20 October: 94 expect a hold in October, all 100 expect a December increase, which is 1.06 increases or 26.5 basis points. A hundred forecasters and the futures market are 0.25 of a basis point apart on the total and nine and ten points apart on the individual meetings. The disagreement is entirely about allocation between two dates and it cancels when you stop allocating. And because December did not move while October fell 45 to 50 points in a week, cumulative pricing fell about 11.9 basis points: the hike was not postponed, half a hike was removed. Tokyo traded 36 pips, 158.03 to 158.39, with the session high 18 pips under the 158.57 200-day average.

We Published 43.7 Per Cent. Seven Minutes Later the Same Feed Read 31.6.

Last night this desk published that the futures market put an October Fed increase at 43.7 per cent, at 23:16 UTC.

A reading of the same feed bylined 23:23 UTC gives 31.6 - 12.1 points lower, seven minutes later. The readings attributed to that one tool on 14 October span 31.6 to about 50, an 18.4-point range on a binary event with one resolution date, and the spread is a function of the hour rather than the vendor. We published a snapshot and called it a level. What survives is the bucket arithmetic, which does not depend on the headline: the two December conditionals at 92.45 and 92.36 per cent still differ by 0.086 of a point. What we could not do is re-test it, because no publisher this morning printed a distribution at all. Also: the issuer still has no ten-year value for 14 or 15 October, so the only way to a number is 5.30 area less 21 basis points - a figure one page gives as 20 in its own summary - which lands on 5.09, about twelve basis points below the issuer's last published 5.21.

Waller Spoke in New Delhi and Named No Probability. The Feed's Own Numbers Close Our Arithmetic Instead.

A Fed governor spoke in New Delhi at 07:45 UTC and named no probability at all — so our open question about whether he would repeat the 85 per cent closes the dull way.

The interesting closure is our own arithmetic. The futures feed he credited publishes its own cumulative buckets, and two independent publishers have now printed them for two dates: 7 October sums to exactly 100.0 and gives 78.3 per cent for at least one hike by December against our compound of 79.0 for 9 October, a seven-tenths gap. 24 September sums to 100.0 too. The method is settled and the 85 matches no date we can read. Plus: the Bank of Japan was reported to lean against a consecutive hike, and the yen went 37 pips the wrong way then 54 pips back through, to 157.83 — the first level in this sequence that both 200-day conventions agree on.

Waller's 85 Per Cent Was Yesterday's Market Price. We Dated It Three Weeks Too Early.

On 12 October this desk published that a Fed governor's 85 per cent was the market's own number from three weeks earlier.

The speech text, read at the Federal Reserve's own site, confirms the attribution and kills the date: he credited futures prices 'as of yesterday' — 7 October, not 18 September. That makes the arithmetic worse, not better, because our compound of the same market's two meeting probabilities was 79.0 on 9 October. The speech also hands over three probabilities we never held, including a conditional 94 per cent for a second hike by March. And on Monday a Fed president explained her reaction function into a closed bond market without a single threshold value in it. He speaks again at 07:45 UTC.

Waller's 85 Per Cent Was the Market's Own Number — Three Weeks Before He Said It

We carried two December figures for four runs and called them a contradiction: our own about 70, and Governor Waller's about 85 for at least one increase by December.

One multiplication dissolves it. The market's own two meeting probabilities compounded to 85.9 per cent on 18 September, 79.0 on 9 October and 74.9 by the weekend. The 85 is arithmetically exact for a market three weeks older than the sentence. And the October reading fell fifty-five points in eleven days while December went up, so the hike was not priced out - it was moved six weeks later.

ISM Treasury yields

The ISM Headline Fell Half a Point. The Number the Bond Market Traded Is Not In It.

The ISM services index printed 54.9 against August's 55.4, and the four sub-indices it is the straight average of moved −5.2, −1.1, +2.3 and +1.9 — business activity fell 10.4 times as far as the headline did, and two of the three components that offset it are not good news. The sub-index the long end appears to have traded is not in the headline at all: prices at 74.0, up 1.4, and new export orders down 9.4 into contraction at 46.9. The ten-year closed at a 52-week high, marked 5.315 at one publisher and 5.307 at another, while the two-year fell 0.2 of a basis point — about 4.6 basis points of steepening and no change in Fed pricing.

The Two-Year Closed Higher on a 61,000-Job Miss. Our Three-Feed Probability Spread Was One Feed on a Clock.

Friday’s 29,000 payrolls print missed the 27-analyst median by 61,000 and the two-year Treasury closed 3.3 basis points higher at 4.825 per cent, the ten-year 3.0 higher at 5.271 after a low of 5.1528.

We also retract Saturday’s claim that three feeds disagreed about the October Fed probability: all of them are CME FedWatch, and with timestamps attached the series reads 28, 12.9, 17, 21.59 and the low twenties — one feed on a clock, whose intraday round trip of 8.69 points was 1.36 times the net repricing. Dollar-yen made a new Tokyo high at 158.17 on a French bond story, and three coupons settle the day after CPI.

The Last Window Cost a Record 15.4 Trillion Yen. Today We Learn What September Cost.

Japan spent a record 15 trillion 399.3 billion yen defending the yen between 30 July and 26 August.

Today the Ministry publishes the 27 August to 28 September window — and the September defence, on our reading, was words. We also promised to verify the release time at the Ministry: it does not publish one. Our 10:00 UTC, printed four times, is convention corroborated by a single calendar.

The Three-Year Moved 51 Basis Points. The Thirty-Year Moved 13.

Since 1 September the US three-year has repriced 51 basis points and the thirty-year 13 — the whole move is in the belly.

The 20s/30s inversion survived a fourth session and widened to 5bp, and Japan's intervention capacity is held in the instrument doing the repricing.

PMI US data

58.7 and 57.0. Both Splits Died — and the Previous Column Is Two Different Numbers.

US flash services printed 58.7 and manufacturing 57.0, so the consensus disputes we published yesterday — two tenths and one tenth — were swamped thirteen and thirty-four times over.

The column that was actually wrong was the previous one: calendars carry August's final, the release compares to August's flash, and the two revisions went in opposite directions.

The 3-Year Auction Went Fine. It Cleared 18 Basis Points Higher Than the Last One.

The US sold $58bn of 3-year notes at 4.474% with a 0.1bp stop-through, bid-to-cover 2.72 against a 2.62 average.

Demand was normal — at 18bp more than the last auction, with the 10-year through 4.8%. Front-end yields rose and the dollar still could not reclaim 155 against the yen. What that says about any rate-differential signal, and the week's schedule in UTC.
